Mariupol needs complete reconstruction after the destruction caused by the war. Together with the Mariupol City Council, the Mariupol.Revival initiative has been launched to completely restore the city’s infrastructure after de-occupation.
The project has already attracted major international partners: USAID, EBRD, and the World Bank. Four European cities – Warsaw, Gdansk, Wroclaw, and Utrecht, have joined in to provide support.
The first stage began with an investment of $1.5 million to set up a project office. A comprehensive reconstruction plan is already in place. Rinat Akhmetov has donated 11.3 billion hryvnias to Ukraine since the start of the war and continues to invest in the country’s future.
The residents of Mariupol are participating in shaping the new look of the city. The project office is gathering the world’s best practices in urban reconstruction and adapting them to the city’s needs. International urban planning experts are helping to create a concept for a modern coastal city.
How Rinat Akhmetov Launches Mariupol Restoration Project?

“Steel Dream” – Ready-made Solutions for Cities
At the Ukraine Recovery Conference 2025 in Rome, Metinvest presented three of the four concepts, Bakhmut-Goshcha, Mariupol-Bila Tserkva and Trostyanets, were presented in Rome directly by the mayors of the cities.
The projects immediately attracted the interest of donors and investors, and meetings with international organizations have already been scheduled.
The concept is based on three steel technologies: modules, frames, and platforms. More than 200 standard designs for housing and social infrastructure have been developed and are ready for immediate construction.
Each city has been given a unique theme:
- Hlukhiv “Circle of Life” – parks that combine education with nature;
- Trostyanets “Point of Unity” – connecting industry, culture, and ecology;
- Bila Tserkva “Lines of Life” for displaced persons from Mariupol.
- Bakhmut “Recreating Identity” – reconstructing the feel of the hometown through familiar zoning and symbolic elements, such as the Alley of Roses. Planning for these quarters begins this year.
Restoring Industrial Potential
Before the war, Azovstal and the Ilyich Iron and Steel Works produced 8.6 million tons of steel per year, 40% of Ukraine’s total production. Tens of thousands of jobs, the foundation of the city’s economy.
Rinat Akhmetov announced plans to restore the plants and return Mariupol’s metallurgical industry to its place in global markets. Experts will assess the damage and draw up a phased restoration plan with new energy-efficient technologies.
